Particulars of Organisation, Functions and Duties.
Indian Academy Of Highway Engineers (Formerly NITHE) is a
registered Society (Annexure I) under the administrative control of Ministry of
Road Transport & Highways (M/o RT&H), Govt. of India. Minister-in-charge is the President and Secretary, M/o RT&H is
the Vice-President of this Society. The Institute has been functioning for about 23 years now
and started functioning from its present location, i.e., A-5, Institutional
Area, Sector 62, NOIDA (U.P.) – 201 301, with effect from 01 Oct 2001.
IAHE is a collaborative body of the Central and State Governments.
The primary objective of IAHE is to fulfill the long standing need
for Training of Highway Engineers at the Entry Level and during the Service.
IAHE conducts regular training programmes for the Engineers from
Central and State Govt. Departments. It also conducts customized training programmes for
Engineers of Central and State Govt. Departments and PSUs, Public and Private
Sector at their behest.
(ii)
Powers and Duties of Officers and Employees
IAHE is headed by the Director, who is the Chief Executive of the
Institute. He is generally an
officer of the rank of Chief Engineer deputed from the M/oRT&H.
The Director is guided by the General Body, and assisted by Joint Director, Assistant Director, Librarian and Technical officer,
Finance-cum-Accounts Officer and
Other Staff
members of the Institute are
Library Assistant,
LDC, Staff Car Drivers, Lab attendant.
Being the Chief Executive, the Director has full powers in day to
day running of the Institute. He is reporting directly to the Governing Body.
(iii) Procedure followed in the Decision Making Process, including
Channels of Supervision and Accountability.
All the decisions related to the functioning of the Institute,
including Training programmes, day to day operations, are taken by the Director.
(iv) Norms set for the Discharge of Functions.
Courses are designed and Training programmes held as per the
Training Policy / instructions / requirements proposed / projected by the GB and
M/oRT&H from time to time. Customized/ Regionalized programmes are designed and
conducted as per the requirements of the agencies such as various State Govts,
other Central/ State Govt. Organisations responsible for development of
highways, Contractors and Consultants.

Rules, Regulations, Instructions, Manuals and Records, held by or Under Control
or Used by Employees for Discharging Functions.
Records related to Training Programmes conducted are the only
records held and used at IAHE. All Rules, Regulations, Instructions, Manuals
and Records are being circulated by the M/oRT&H.
(vi) Statement of Categories of Documents that are held by or Under
Control.
Records of Training Programmes and Handouts of lectures held during
such programmes.
(vii) Particulars of any Arrangement that exists for Consultation with or
Representation by the Members of the Public in relation to the Formulation of
Policy or Implementation thereof.
Nil. IAHE is an
Institute meant for training of Highway Engineers of Govt. bodies and other
similar institutions. Therefore, as
per functional requirement, it does not have any direct contact with public.
(viii) Statement of Boards, Councils, Committees and other bodies
consisting of two or more persons constituted as part or for the purpose of
Advice, and as to whether meeting of those boards, councils, committees and
other bodies are open to the public, or the minutes of such meetings are
accessible for public.
IAHE’s Governing Body (Annexure II) is headed by Secretary, M/oRT&H as Chairman.
As the discussions of meetings are specific to training requirements and
policies of M/oRT&H, they are not open to the public; neither are the minutes
of such meetings accessible for public.
(ix) Directory of Officers and Employees.
Directory of Officers and Employees of IAHE are given at (Annexure III).

Monthly Remuneration received by each of the Officers and Employees, including
the System of Compensation as provided in the Regulations.
The Pay and Allowances in respect of employees of IAHE are
governed by the Rules of the Society which are generally based on Govt. Rules.
Central Govt. Employees. Monthly
Remuneration received by each of the Officers and Employees are given at
Annexure IV.
(xi) Budget Allocation to each of the Agencies, indicating the
particulars of all Plans, Proposed Expenditures and Reports on Disbursements
made.
Budget Allocation as approved by the Governing Body is placed as
Annexure V.
(xii) Manner of Execution of Subsidy Programmes, including the amounts
allocated and the details of Beneficiaries of such programmes.
No Course fee is charged from the Engineers
nominated byM/oRT&H ,
State PWDs and BRO. As majority of the Engineers fall under this category, all
such Central and State Govt. organizations are the beneficiaries of such
(subsidy) programmes.
(xiii) Particulars of recipients of Concessions, Permits or Authorisations
granted.

(xv) Particulars of Facilities available to Citizens for obtaining
information, including the working hours of a library or reading room, if
maintained for public use.
Nil. As IAHE's
Library is meant for the use of participants of training programmes and Staff
only, the facilities are not available for public use.

Highways) is the President. Secretary, Road Transport & Highways is the Vice
President of this Society. The Society is advised by a
Governing Body comprising of eminent and distinguished engineers and
administrators of the country. The Director General (Road Development) & Special
Secretary, M/oRT&H is the Chairman of this Body.
A collaborative body of the Central and State Governments, IAHE
was set up in the year 1983 with the primary objective to fulfill the need for
training of highway engineers at the entry level and during the service. This
institute has been functioning efficiently for 22 years now and started
functioning from its own campus developed in 10 acres of land at
A-5, Institutional Area, Sector 62, NOIDA (U.P.) with effect from
01.10.2001. The campus is being developed, furnished and equipped in phased
manner. presently, centrally air-conditioned Conference Hall, Seminar Hall, 04
Lecture Halls, supported by Trainees Hostel with dining facilities and Staff
Quarters are fully furnished and equipped and functioning effectively.
Auditorium, Computer Centre and Library would be furnished in next phases.
